About the course 

This short course is part of a series of annual advanced human rights courses offered by the Centre for Human Rights, University of Pretoria.
The course which comes in the wake of the adoption of the United Nations Convention on the Rights of Persons with Disabilities (CPRD) (2006) is part of the Centre’s efforts in promoting awareness about disability rights in the African region.

Broadly stated, the aims and objectives of the intensive course are to provide learners with knowledge and techniques that enable them to:

  • Understand development of disability as a global human rights issue
  • Understand and apply provisions of the CRPD
  • Apply the CRPD to selected areas
  • Understand development of disability as a human rights issue as the African regional and sub-regional levels
  • Understand and apply the intersection between the human rights and cultural aspects of disability in an African context
  • Understand and apply disability from a comparative human rights law perspective in other regions, including the European and Latin American regions
  • Understand and apply the regulation of disability from a comparative law perspective in selected non-African countries
  • Understand and apply theoretical approaches to equality and non-discrimination in a disability context.
  • The course is presented by lecturers who are drawn from a variety of countries and are experts in disability rights law.

Disability Rights Curriculum

Introduction to the curriculum

The disability rights master curriculum was been developed by the Centre for Human Rights in collaboration with academics from other institutions. Collaborating institutions are Midlands State University Zimbabwe, Thabo Mbeki Institute, South Africa, Kenya Human Rights Commission, Chancellor College, University of Malawi, University of Zambia, The African Child Policy Forum, Syracuse University College of Law, USA and Cardiff Law School.

The Curriculum is primarily aimed for use in teaching disability law by partner institutions of the Disability Rights and Law Schools Project in Southern Africa. The universities participating in this project are Midlands State University, Zimbabwe, University of Zambia, University of Dodoma (Tanzania), and Chancellor College, University of Malawi, and Eduardo Mondlane University, Mozambique, University of Namibia and University of Botswana. The Centre for Human Rights, University of Pretoria plays a coordinating role. The project is funded by Open Society Initiative for Southern Africa.

The curriculum comprises of the following modules:Introduction to disability rights, Protection of the rights of persons with disabilities: Global framework, Protection of disability rights under African regional and national law, Non-discrimination against persons with disabilities, Right to health, Participation in political and public life, Employment, Education, Vulnerabilities and inter-sectionalites, Legal capacity law and policy, Access to Justice and National monitoring and implementation of disability rights.

This is the first draft of the Curriculum which will be reviewed annually. As such, the Centre for Human Rights welcomes comments on the curriculum; any such comments should be addressed to Elizabeth Kamundia at elkamundia@gmail.com.
