The Centre for Human Rights, University of Pretoria (CHR) is looking for a consultant to undertake a survey on the state of access to information during elections following the 2019 elections in South Africa. This falls under the access to information and elections project of the Expression, Information and Digital Rights Unit of the CHR.

In 2019, the CHR commissioned a study, with the support of the African Commission on Human and Peoples' Rights (African Commission) Special Rapporteur on Freedom of Expression and Access to Information in Africa. The objective of the study is to assess South Africa’s compliance with the African Commission’s Guidelines on Access to Information and Elections in Africa (the Guidelines) during the 2019 national and provincial elections. The output will be a report titled Proactive Disclosure of Information and Elections in South Africa’. This will be a collaborative effort with select civil society organisations in South Africa and with the active involvement of the Human Sciences Research Council (HSRC), the Electoral Commission of South Africa (IEC) and the South African Human Rights Commission (SAHRC).

With the 2024 elections on the horizon, the access to information and elections project seeks to build on this momentum through targeted and sustained advocacy for the implementation of the recommendations of the report. The CHR therefore seeks to facilitate and support these bodies in their efforts to implement the recommendations towards promoting transparent elections and improving access to information ahead of the 2024 national and provincial elections.

As part of the advocacy project the CHR seeks to retain a consultant to undertake a survey on the state of access to information during elections following the 2019 elections in South Africa.

The consultant’s responsibilities:

Conduct a survey on the state of access to information and elections in South Africa post the 2019 national and provincial elections, and develop an informative factsheet.
The survey should be guided by the below criteria:

  • Adopt a suitable methodology that aptly captures the input of relevant electoral stakeholders and implementing partners as identified in the Guidelines and the South African report;
  • Assess the realisation of access to information post the 2019 national and provincial elections including during the 2021 municipal elections;
  • Examine the implications of the COVID-19 pandemic on access to information and elections; and
  • Consider the influence of technology on elections and political participation.

The expected deliverable is a concise, informative, and artistic factsheet on the state of access of information in South Africa post the 2019 elections.
It should be well-researched and evidence-based. It should also include succinct recommendations.
