The Centre for Human Rights, in partnership with the European Union, seeks a proficient Monitoring and Evaluation (M&E) consultant to conduct an in-depth assessment of its Bridging the international and the national: towards more effective and meaningful implementation of international and regional  human rights norms in South Africa project. The project commenced in June 2022 and is scheduled to end in July 2025. This project aims to contribute to more effective and meaningful implementation of international and regional human rights norms in South Africa to advance the rights of the marginalised groups in the country.

Specifically, the projects seeks to:

  • Improve the monitoring of the implementation of selected international human rights norms, leading to  effective institutionalisation and internalisation
  • Build the capacities of duty bearers and rights holders, including government and civil society, to enable them to play their roles optimally in the process of making international and regional human rights instruments meaningful at the domestic level,
  • Convene and coordinate various domestics actors to undertake collective and better coordinated action so as to bolster national implementation.

Objectives of the Evaluation

The evaluation aims to provide a comprehensive understanding of the project's effectiveness, relevance, and impact over the period of its implementation.

Specifically, the evaluation seeks to:

  1. Assess the overall effectiveness of the implementation of the project in achieving its stated goals and objectives.
  2. Determine the relevance of the project in addressing the current challenges and needs related to the exercise of international human rights norms in South Africa.
  3. Evaluate the quality of capacity building, training , and participant outcomes.
  4. Identify areas for project improvement and provide actionable recommendations for project enhancement.
  5. Evaluate the project's impact on marginalised communities, duty bearers and other right holders.

Scope of Work:

The M&E consultant will undertake the following tasks:

  • Desk Review: Carefully examine project documentation, work plans, reports, and other pertinent materials.
  • Data Collection: Conduct comprehensive surveys, interviews, and focus group discussions involving project stakeholders, including project implementors, government officials, members of marginalised groups and other interested persons.
  • Data Analysis: Employ both quantitative and qualitative methodologies to assess project effectiveness, relevance, and impact.
  • Report Writing: Craft a thorough evaluation report, presenting clear findings, well-substantiated conclusions, and practical recommendations.
  • Presentation: Effectively communicate the findings and recommendations to project stakeholders.

Deliverables

The consultant will deliver the following:

  • Inception Report: Provide a detailed work plan and methodology within two weeks of contract commencement.
  • Draft Evaluation Report: Share a comprehensive preliminary report for review and feedback.
  • Final Evaluation Report: Deliver a well-structured final report that incorporates feedback and provides actionable recommendations.

Timeline

The evaluation is expected to conclude within the timeframe specified upon the contract's initiation.

Qualifications

The M&E consultant should possess the following qualifications:

  • A qualification in a relevant field.
  • Extensive experience in conducting programme evaluations, especially in education or reproductive health.
  • Proficiency in M&E methodologies and tools.
  • Exceptional data analysis and report writing skills.
  • An in-depth understanding of the African human rights context
  • Demonstrable knowledge of sexual and reproductive rights, gender equality and non-discrimination.
  • A back ground in law and/or human rights specialisation, as well as prior experience assessing academic programs, will be a strong advantage.
