The Centre for Human Rights,University of Pretoria in partnership with Open Society Foundations (OSF) and the Pan-African Parliament (PAP), is hosting the Third Civil Society Parliamentary Dialogue on the sidelines of the upcoming November 2025 PAP ordinary sitting.

Keynote address
Former Chairperson of the African Union Dr Nkosazana Dlamini-Zuma
Dr Nkosazana Dlamini Zuma is an undisputed trailblazer in the upliftment and empowerment of women across the African continent. Dlamini Zuma was elected chairperson of the African Union Commission by the heads of state in Addis Ababa, Ethiopia in 2012. She is the first woman to lead the continental organisation, including its predecessor, the Organisation of African Unity.
This engagement builds upon the successful dialogues held in 2023 and 2024, and continues our commitment to strengthening the relationship between the PAP and civil society organisations across the continent. The gathering aims to facilitate meaningful discussion on critical issues affecting democracy, human rights and governance in Africa, and to promote greater collaboration between the continental parliament and civil society organisations.
The dialogue will engage on the African Union’s 2025 theme: ‘Year of Reparations: Justice for Africans and People of African Descent through Reparations’, and will address peace and security in Africa, with a specific focus on the democratic governance and security challenges in the Sahel region and the ongoing conflict in Eastern Democratic Republic of Congo. The event will also promote parliamentary accessibility by strengthening the interface between the PAP and domestic legislatures, enhancing citizen engagement and parliamentary accountability across the continent.
