The Expression, Information and Digital Rights Unit (EIDR) advances the promotion and protection of freedom of expression, access to information, and digital rights in Africa through research, training, and advocacy. The unit’s work is guided by article 9 of the African Charter on Human and Peoples’ Rights, the Model Law on Access to Information for Africa, the Guidelines on Access to Information and Elections in Africa, the Declaration of Principles on Freedom of Expression and Access to Information in Africa and other international human rights laws and standards that promote and protect human rights offline and online. The Unit also promotes human rights in the digital age. In advancing freedom of expression and access to information, the Unit supports the mandate of the Special Rapporteur on Freedom of Expression and Access to Information in Africa of the African Commission on Human and Peoples’ Rights through research and other forms of technical support.

The objectives of the Unit include:

  • Increasing the visibility and accessibility of the Special Rapporteur on Freedom of Expression and Access to Information in Africa.
  • Providing logistical and technical support to the Special Rapporteur.
  • Popularising freedom of expression and the right of access to information as an integral component in all democratic processes on the continent;
  • Promoting the formulation, adoption, or review of freedom of expression and access to information legislation by the African Union Member States in conformity with article 9 of the African Charter on Human and Peoples’ Rights, the Model Law on Access to Information for Africa, the Guidelines on Access to Information and Elections in Africa, and the Declaration of Principles on Freedom of Expression and Access to Information in Africa;
  • Popularising the Model Law on Access to Information for Africa, the Guidelines on Access to Information and Elections in Africa, and the Declaration of Principles on Freedom of Expression and Access to Information in Africa; and
  • Promoting human rights in the digital age.
