The Centre for Human Rights, Sexual and Reproductive Rights Unit, seeks a proficient Monitoring and Evaluation (M&E) consultant to conduct an in-depth assessment of its Sexual and Reproductive Rights in Africa programme. The programme is a postgraduate academic project, consisting of a Masters, doctoral and post-doctoral studies.

Established in 2015, the programme is aimed at:

• Cultivating influential leaders capable of driving societal transformation on sexual and reproductive rights
• Enhancing public awareness of sexual and reproductive rights.
• Increasing the public’s understanding of these critical rights.
• Strengthening the capacity of groups, networks, and organizations advocating for sexual and reproductive rights, including the rights of women and sexual minorities.
• Advancing the reproductive and sexual rights of individuals and communities.
• Combating discrimination and stigma surrounding sexual and reproductive health and rights.
• Influencing interventions in sexual and reproductive health and rights at both national and regional levels.
• Shaping policymaking in sexual and reproductive health and rights, both nationally and regionally.

Objectives of the Evaluation

The evaluation aims to provide a comprehensive understanding of the programme’s effectiveness, relevance, and impact over the period of its existence.

Specifically, the evaluation seeks to:

1. Assess the overall effectiveness of the Sexual and Reproductive Rights in Africa Masters programme in achieving its stated goals and objectives.
2. Determine the relevance of the programme’s curriculum and content in addressing the current challenges and needs related to sexual and reproductive rights in Africa.
3. Evaluate the quality of teaching, learning, and student outcomes.
4. Identify areas for programme improvement and provide actionable recommendations for programme enhancement.
5. Evaluate the programme’s impact on graduates, and their contributions to the field of sexual and reproductive rights in Africa.

Scope of Work: 

The M&E consultant will undertake the following tasks:

• Desk Review: Carefully examine programme documentation, curriculum, reports, and other pertinent materials.
• Data Collection: Conduct comprehensive surveys, interviews, and focus group discussions involving programme stakeholders, including students, faculty, alumni, and partners.
• Data Analysis: Employ both quantitative and qualitative methodologies to assess programme effectiveness, relevance, and impact.
• Report Writing: Craft a thorough evaluation report, presenting clear findings, well-substantiated conclusions, and practical recommendations.
• Presentation: Effectively communicate the findings and recommendations to programme stakeholders.

Deliverables

The consultant will deliver the following:

• Inception Report: Provide a detailed work plan and methodology within two weeks of contract commencement.
• Draft Evaluation Report: Share a comprehensive preliminary report for review and feedback.
• Final Evaluation Report: Deliver a well-structured final report that incorporates feedback and provides actionable recommendations.

Timeline

The evaluation is expected to conclude within the timeframe specified upon the contract’s initiation.

Qualifications

The M&E consultant should possess the following qualifications:

• A qualification in a relevant field.
• Extensive experience in conducting programme evaluations, especially in education or reproductive health.
• Proficiency in M&E methodologies and tools.
• Exceptional data analysis and report writing skills.
• An in-depth understanding of the African human rights context 
• Demonstrable knowledge of sexual and reproductive rights.
• A back ground in law and/or human rights specialisation, as well as prior experience assessing academic programs, will be a strong advantage.
