Dr Bilguissou Balde
Régional Director Francophone Africa IPAS.
Dr. Bilguissou Balde is the Regional Director of Ipas for Francophone Africa, an INGO part of a global Impact Network working to advance reproductive justice by expanding access to safe abortion and contraception. In her tenure at Ipas, she provides strategic leadership and oversee Ipas work in the Francophone Africa region, from fundraising and programming to building intersectional partnerships. Since joining Ipas in 2018, Dr. Balde has been involved in creating several new country programs, including in 12 African countries, and incubating le Centre ODAS. Prior to joining Ipas, she worked for the Emergency Response and Recovery Branch of the Centers for Disease Control and Prevention (CDC) in Atlanta, for Plan International and Sante Plus supporting health systems strengthening and humanitarian response in several African countries. Dr. Balde has a Medical Degree, a master’s degree in public health (MPH) and international development from Emory University, and an MBA in Finance and Healthcare Management from the Johns Hopkins Carey Business School.
